宋の時代が安定したのは、「澶淵（せんえん）システム」がうまく働いたからです。北にあったキタイ（契丹）という国では第6代の聖宗（せいそう）という名君が即位していました。中国の歴史でこの聖という字が付いているのは、聖宗と「聖祖」という廟号を持つ清（1616～1912年）の康熙帝（こうきてい）の2人です。康熙帝は説明するまでもなく、中国史上で最も優れた皇帝の1人ですね。いかに契丹の6代皇帝がすごかったかということです。

　この人が大軍を率いて、南下してきます。宋は第3代真宗（しんそう）という坊っちゃんの時代です。真宗は慌てて「長江の南に逃げよう」と言い出します。でも、幸か不幸か、寇準（こうじゅん）という根性がある大臣がいたので、真宗をひっぱたくわけです。「何を言っているんですか、あなたは中国の皇帝ですよ。GDP（国内総生産）はうちの方が上です。負けませんで」と言って、嫌がる真宗の首に縄を付けて、澶淵というところまで引っ張っていき、ここで大軍と大軍が対峙します。

　そこでどうしたかというと、寇準と聖宋が交渉して澶淵の盟という同盟を結ぶのです。要するに、これは政府間開発援助です。銀10万両と絹20万匹を与えるから、平和に暮らそうねという話です。

　これは朱子学では後にお金で平和を買った屈辱的な条約だと曲解されますが、現在のODAと一緒です。豊かな宋がキタイに銀と絹を与え、その銀と絹をもらったキタイはそれで中国の陶磁器や絹を買いあさるわけで、またお金が戻ってくるわけです。こういう優れたシステムで300年間中国は安定するのです。それが「澶淵システム」です。

　ところが、真宗は都へ帰って「ああ、怖かった」と思っているわけです。そうすると、茶坊主がそこにしゃしゃり出て「怖い思いをさせた寇準はけしからんから首にしましょう」と進言して首を切ってしまう。そして、「あなたは恥をかいたんだから、恥をそそがなあかん」とおだてて、封禅という儀式をさせる。要するに、山東省まで行って泰山に登らせてお祭りをやるわけです。

　これは始皇帝などが何百年も前からやっていた行事ですが、そんなことをしたって山の神様は喜ばない。それよりも立派な政治をした方がいいのにとみんなが思っていたのですが、こういうアホなことをやったことからも真宗というのはあまり賢くない君主だったということが分かります。

　それでこの前後、もう1つ大きい出来事は、パガン朝という政権がミャンマーにできたことです。新しくできた政権は新しいことをやりたがるもので、新しい仏教はないかということで、スリランカから上座仏教、上座部を採り入れます。

　ミャンマーが上座仏教をスリランカから採り入れたことによって、タイやカンボジアに上座仏教が広がっていきます。「教え」としては上座仏教が一番古いのですが、東南アジアに伝わったのは最後です。最初が大乗仏教、その次がチベット仏教、密教、そして上座仏教です。

In Cheng-Zhu, this is later distorted as a humiliating treaty that bought peace with money, but it is the same as the current ODA. Rich Song gave Kitai silver and silk, and Kitai who received the silver and silk bought Chinese ceramics and silk, and the money came back again. With such an excellent system, China will be stable for 300 years. That is the "Chanyuan Treaty".

This is an event that Qin Shi Huang and others have been doing for hundreds of years, but the mountain god is not happy to do that. Everyone thought that it would be better to have good politics than that, but from doing such stupid things, we can see that Zhenzong was a very unwise monarch.

So, around this time, another big event was the establishment of the Pagan dynasty in Myanmar. The new administration wants to do new things and is looking for new Buddhism, so it will adopt Theravada Buddhism and Theravada from Sri Lanka.

Myanmar adopted Theravada Buddhism from Sri Lanka, and Theravada Buddhism will spread to Thailand and Cambodia. Theravada Buddhism is the oldest "teaching", but it was the last to reach Southeast Asia. First is Mahayana Buddhism, then Tibetan Buddhism, Esoteric Buddhism, and Theravada Buddhism.
