『87』1930年日本の暴走の始まり

さすがに、第1次世界大戦で世界が荒れた反省もあって、世界は国際協調と軍縮の時代に入ります。米、英、仏、日の4カ国条約など様々な条約ができて、日英同盟は廃棄されます。現在の研究では、アメリカが「日本はとんでもない国だぞ。こんな国と同盟を結んでいいのか」と大英帝国に話したという説もあります。対華21カ条の要求で火事場泥棒を行ったことが、西洋列強の疑惑を招いたのです。

　中国では、孫文の後を継いだ蒋介石が北京の軍閥を倒すために動き始めます。1927年、蒋介石はクーデターを起こして南京に国民政府をつくります。日本は対華21カ条という厚かましい要求を出していましたが、「やはり満洲の権益を自力で取らないとあかん」と思い、山東半島に出兵するなどして中国にちょっかいを出します。

　蒋介石の軍が北京に入るのと入れ違いに、当時の北京に住んでいた張作霖という満洲を根拠にしている大軍閥が列車で満洲へ帰ります。蒋介石には勝てないなと北京を諦めてふるさとへ帰るわけです。

　張作霖には張学良という子どもがいて、アヘンを吸ってはガールフレンドと遊んで戯れていました。日本軍は「この軟弱な張学良だったら簡単に操れて、満洲の利権を取れる」と考え、張作霖が満洲へ帰るときに線路に爆弾を仕掛けて殺してしまいます。これに張学良は激怒します。プレイボーイでも中国人の魂を持っていますから、宿敵の国民党政権と一緒に日本に反抗し始めるわけです。ここから日本はおかしくなっていきます。

　ところが1929年、ニューヨークの株式市場が暴落した「暗黒の木曜日」によって、世界が突然大不況に陥ります。世界恐慌です。各国はそれぞれの植民地を守って自分のグループだけでも生き残ろうとします。ブロック経済の始まりですね。英仏やアメリカがそういう行動を取れば、戦争に負けて植民地を召し上げられたドイツは生きてはいけません。経済不況がドイツでナチスを勢いづかせることになります。

　ドイツに課せられた賠償金の1320億金マルクは358億金マルクに減額され、最後は30億金マルクまで減額されます。30億金マルクまで下げるんだったら、初めから1320億金マルクとか、到底支払い不可能なことを何でしたんだという話ですが、時すでに遅しで、30億金マルクに下げたときには、もうナチスが第1党になっていました。だからクレマンソーの強欲がナチスを生んだのだと思います。

　日本は、国際協調の枠組みから自ら離脱していきます。1930年に開かれたロンドン軍縮会議では、当初、日本側は巡洋艦や駆逐艦などの保有量を対英米比で10：7まで妥協していいという話になっていたのですが、最終的に10：6.975で妥結しました。これはどう考えても10：7ですよね。ところが、10：7と決めたものを10：6.975で妥結したのは天皇の統帥権を侵したものであるという、めちゃくちゃな理由が付けられ、浜口雄幸首相は殺されてしまうのです。そして軍縮会議から脱退してしまいます。

　阿部正弘が開国の際につくった開国・富国・強兵という3大方針の中で、開国、つまり国際協調を捨てるわけです。これがいかに愚かなことだったか。当時、アメリカのGDPは日本の3倍を超えていました。つまり、軍縮会議がなかったら、アメリカは日本の3倍以上の戦艦も空母もつくれるわけです。アメリカは大西洋と太平洋の両方に接していますから、戦艦や空母が10あっても5：5に艦隊の規模は分かれるわけです。日本に7の規模の艦隊があれば、太平洋は日本の方が有利です。

　それなのに「10：7は絶対で6.975はけしからん」といって軍縮会議から離脱してしまったら、国力の差がもろに表に出てアメリカはいくらでも強くなるわけです。

　日本は満洲で柳条湖事件（満州事変の発端となる鉄道爆破事件）などいろいろな事件を起こし、清朝最後の皇帝である溥儀を満洲へ連れていって、1932年に満州国の建国宣言を行います。考えてみたらめちゃくちゃですよね、中国の領土である満洲の軍閥を殺して、事件を起こして占拠して溥儀を皇帝に据えるわけですから。

　さすがに国際連盟もこれは放ってはおけないということで、リットン調査団を派遣してリットン報告書を出させます。でもこの報告書がまた大甘でした。もともと中国の領土なので中国に主権があることは当然なのに、日本にも配慮して「非武装にしよう。中国でも日本でもない自治政府をつくって、日本の権益を尊重しよう」といってくれているわけです。

　日本の権益とは何かといえば、勝手に軍隊を送り出して中国から奪い取ったものでしょう。こんな甘い報告書はないので、「はい、分かりました」と了承しておけば日本にとってこんな幸運はなかったのですが、軍縮会議のときと同様に、この幸運も日本は自ら蹴飛ばすのです。国際連盟からの脱退です。

　このとき、ヒトラーのドイツやムッソリーニのイタリアもリットン報告書に賛成しています。報告書への賛成が42カ国、反対は日本の1カ国だけでした。愚かの一言ですね。
