『82』日清戦争と義和団事件

1896年、第1回オリンピック大会がアテネで開かれます。それから1897年、第1回のシオニスト会議が開かれます。1894年に「ドレフュス事件」というのがパリで起こっていて、ユダヤ人の兵士が無実の罪を着せられたのですが、ここで「やはりユダヤ人の国をつくらないとあかんで」という世論が挙がって、シオニスト会議が行われたのです。

　1898年、レーニンがロシア社会民主労働党をつくります。1899年には南アフリカでボーア戦争が起こります。ボーア人は大英帝国にケープタウンを取られて、血を流して奥地に移動し、オレンジ自由国とトランスヴァール共和国をつくりました。そこで金鉱やダイヤモンド鉱山が発見されたのですが、それをまた大英帝国が取りに行ったことでボーア戦争が勃発しました。このボーア戦争に大英帝国のインド洋における兵力がほとんど投入され、50万人という大軍が南アフリカにくぎ付けにされます。ボーア人は当然恨み骨髄で徹底抗戦します。南アフリカに50万人もの大軍を常駐させるということは、アジアに展開する兵力がなくなります。そこで日英同盟に結び付いていくわけです。

　このボーア戦争でナポレオン3世の息子のナポレオン4世が戦死します。心中は分かりませんが、もう皇帝の時代じゃないということが分かっていて、担がれるのは嫌だということで、死んでも構わないという気持ちで志願したのではないかといわれたりしています。ナポレオン2世も4世も、どちらも気の毒な生涯を送っていますよね。

　最後に日本の朝鮮出兵、日清戦争の話をしておきます。徳川幕府は朝鮮とは国交を結んでいましたから、明治維新の後、対馬藩を介して「新しい明治政府ができたで。日本は王政復古して天皇が日本の主権者になったで」という手紙を送ります。しかし朝鮮は受け取りを拒否しました。なぜなら天皇の「皇」という字は皇帝の「皇」ですから、こんな漢字は中国以外、使ったらあかんでという発想があったからです。冊封体制、朱子学の世界です。

　一方、明治政府はネーションステートを創り上げるためナショナリズムを鼓舞して、天皇を中心に据えた神話をひたすら称揚するわけです。ヤマトタケルとか神功皇后とか和気清麻呂とか。そうすると、何も知らない人は「昔、神功皇后が朝鮮半島を征伐したそうやないか。こんな訳の分からん朝鮮を征伐してしまえ」という話になる。それが征韓論であり朝鮮出兵ですよね。だから、神功皇后の神話を必要以上に持ち上げたことが、不幸を生んでいくきっかけになったのです。ナショナリズムは使い方を誤ると大変ですよね。

　朝鮮への出兵が日清戦争となり、その後、三国干渉が起こる。でもこの日清戦争で「日本は結構使えるやないか」と考えたイングランドが、日英同盟を持ち掛けるわけです。

　清では、西太后という女性が権力を握っていて、明治維新のような革命を起こせなかった中国は遅れていくわけです。その清で1900年に義和団による扶清滅洋（清を助けてヨーロッパを滅ぼす）という、尊皇攘夷そのものの運動が起きます。西太后は愚かにも、この尊皇攘夷の動きにそのまま乗ってしまって、「北京の55日」事件が起こるわけです。義和団事件ですね。

　日本は尊皇攘夷という旗を掲げながらも、大久保利通や伊藤博文が、こんなものは建前で本当にやったらえらいことになるということを分かっていたからこそ、明治維新は無事に済んだんだと思います。王政復古でも尊皇攘夷でもなく、阿部正弘の「開国・富国・強兵」という理念を幕府も薩長も心の中で共有していたことが、明治日本の一番大きい成功要因です。

　加えて、岩倉使節団のように、国がまだできあがっていないのに総理大臣はじめ大臣の約半分が2年も世界に勉強に行って徹底的に学ぶという謙虚さを持っていたことが、明治維新の成功につながったのだと思います。

Although Japan raised the flag of Sonno Joi, I think that the Meiji Restoration was completed safely because Toshimichi Okubo and Hirofumi Ito knew that such a thing would be really great if it was done. The greatest success factor of Meiji Japan was that both the Shogunate and Satsumacho shared in their hearts the idea of ​​Masahiro Abe's "opening of the country, wealthy country, and strong soldiers", not the restoration of the royal government or the exorcism of the emperor.

In addition, like the Iwakura Mission, the Meiji Restoration had the humility that about half of the Prime Minister and other ministers went to study the world for two years and learned thoroughly even though the country was not yet completed. I think it led to the success of the Meiji Restoration.
