『78』明治維新と阿部正弘

1853年、中国との交易のため太平洋航路を開拓すべくペリーが日本に来ます。開国です。このとき、徳川幕府の老中首座を務めていたのが、阿部正弘という人でした。いわば、総理大臣のような役目です。この人は大変賢く、しかも長崎の出島からの情報でアヘン戦争の結末を知っていましたので、鎖国を続けていると日本は持たないと考えていました。産業革命と国民国家という2大イノベーションに日本は乗り遅れたので、これからは国を開いて世界から学び、交易でもうけて、軍隊も強くしないとえらいことになると考えたのです。「開国・富国・強兵」というグランドデザインを描いて、国を開きました。

　鎖国は、徳川幕府の基本方針で、家光の時代から200年も続けてきました。それをやめるというのですから、大変な勇気が必要だったと思います。阿部正弘という、めちゃ優秀な人物が宰相だったことが日本の幸運でした。この人は、東大や陸軍や海軍のもとをつくっています。幕府の官僚にも、勝海舟に代表される若くて有能な人材を登用しています。それだけではなくて、自身の福山藩では義務教育のもとになる教育も始めています。さらに広くみんなの意見を聞こうとしました。五箇条の御誓文にあった「万機公論に決すべし」も阿部正弘のアイデアです。明治維新の骨格のほとんどすべては阿部正弘が安政の改革で構想しています。彼こそが明治維新の大恩人ですね。

　しかし、司馬遼太郎さんの興味が阿部正弘ではなく坂本龍馬にあったために、阿部正弘はほとんど知られていません。実は、坂本龍馬はほとんど何もしていないようです。もし何かをしていれば、生き残った西郷隆盛や大久保利通、桂小五郎が明治政府を樹立した後、「これは龍馬のおかげやで」と話すと思いませんか。そのような記録は何もありません。

　明治維新の幸運はもう1つありました。この1853年という年は、クリミア戦争が起こった年です。つまり、ヨーロッパ列強の関心がヨーロッパに向いていたのです。もしアジアに目が向いていたら､ペリーの後、イングランドやフランス、ロシアの軍艦がどんどん江戸湾に入ってきたかもしれません。そうしたら幕府も冷静な対応はできなかったかもしれません。ヨーロッパ列強の目がクリミア戦争に向いていた幸運もあって、阿部正弘は1年間じっくり考えて国を開くことができたわけです。

　中には、治外法権を認めたのはけしからんという人もいますが、幕府の体制自体がそもそも治外法権です。幕府の法律が適用されるのは直轄地だけで、薩摩藩のことは島津家が裁いていたのです。日本の封建制そのものが治外法権を前提としていたので、徳川幕府にしてみれば、薩摩藩のことは薩摩藩に任せている。だから、アメリカについてはアメリカに任せるというのはごく当たり前の対応だったのです。ですから徳川幕府が無知だったから不平等条約を結ばされた、というのは後知恵です。最近の歴史学者は、ペリーに対する日本の対応はとてもよく練られていたという評価をしています。よく考えて国を開いています。だからあんまり混乱は起こらなかったわけですね。

　インドでは1857年に初めての第1次独立戦争が起きています。昔はセポイの反乱といわれていました。それから1854年、日米和親条約を結んだ年に、アントニオ・メウッチというイタリア系の発明家が電話を発明します。でも彼はめちゃ貧乏でした。金策に走っても、誰もお金を貸してくれない。そのうちに1876年にアメリカ人のグラハム・ベルがアントニオ・メウッチの電話の技術で、勝手に特許を取ってしまいました。だから長い間、電話はベルが発明したと思われていたのですが、ベルは横取りしただけです。今では名誉は挽回されて、歴史上も電話の発明はメウッチがしたということになっています。特許というのは上手に使わないと大変だということが分かりますよね。

　1858年、イングランドはインド統治法をつくって、最終的にムガール朝が滅び、インドは大英帝国の一部になります。1860年には勝海舟が乗った咸臨丸が太平洋横断を果たしています。

　中国も実は鎖国をしていました。1819年、イングランドはシンガポール島を獲得して開発しようとしますが、いかんせん、労働者がいません。そこで中国人を働かせようと考えます。そして1860年の北京条約で移民を公認させました。労働者をがんがん中国から連れてきてシンガポールなどを開発しようとしたのです。これが今、世界で5000万人、6000万人ともいわれている華僑の始まりです。イングランドは本当にしたたかです。お金（賠償金）も中国から、開発する労働者も中国から持ってきたわけですから。でもそのおかげで、東南アジアの経済は中国人が取り仕切るようになったというわけです。

　明治維新は1868年に起きました。阿部正弘のビジョンは「開国・富国・強兵」でした。これに対して薩長の理念は、尊皇攘夷。尊皇とは、昔に帰るということです。攘夷は、外国人を見たら切りつけるということです。

　しかも薩長は若手が政権を握っていましたから、勝手に攘夷を実践して薩英戦争と下関戦争を引き起こします。その結果、ぼこぼこにされて、大久保利通や伊藤博文は、尊皇攘夷はあかんということを悟るわけですね。「やはり阿部正弘は賢い、開国・富国・強兵しか日本が生きていくことはできない」と。でも尊皇攘夷で幕府を倒すんだと振り上げた拳を下ろさなければ先には進めません。だから、とりあえず幕府を倒したわけですね。これが明治維新の実相です。

The true benefactor of the opening of the country and the Meiji Restoration is Masahiro Abe

In 1853, Perry comes to Japan to develop a Pacific route for trade with China. It is the opening of the country. At that time, the person who was the chief of the Tokugawa Shogunate was Masahiro Abe. So to speak, it acts like the Prime Minister. This person was very smart and knew the end of the Opium War from information from Dejima in Nagasaki, so he thought that Japan would not keep independance if we continued to be isolated. We missed the two major innovations of the Industrial Revolution and the nation-state, so he thought it would be great if he had to open the country, learn from the world, make money from trade, and strengthen the military. He opened the country with the grand design of "Opening country, Wealthy country, Strong Soldiers".

Sakoku is the basic policy of the Tokugawa Shogunate and has continued for 200 years since the time of Iemitsu. I think it took a lot of courage to stop it. It was fortunate in Japan that Masahiro Abe, a very talented person, was the Chancellor. This person is the source of the University of Tokyo, the Army, and the Navy. He has also appointed young and talented personnel such as Katsu Kaishu to the bureaucrats of the Shogunate. Not only that his own Fukuyama domain has also begun education, which is the basis of compulsory education. Moreover, he tried to listen to everyone's opinions widely. Masahiro Abe's idea is to "decide on the theory of all public opinion" in the five-article oath. Almost all of the Meiji Restoration skeleton was envisioned by Ansei Reforms by Masahiro Abe. He is the great benefactor of the Meiji Restoration.

However, since Ryotaro Shiba was interested in Ryoma Sakamoto instead of Masahiro Abe, Masahiro Abe is hardly known. In fact, Ryoma Sakamoto seems to be doing almost nothing. If he is doing something, don't you think that after the surviving Saigo Takamori, Okubo Toshimichi, and Katsura Kogoro established the Meiji government, they would say, "This is thanks to Ryoma." There is no such record.

There was another good luck for the Meiji Restoration. The year 1853 was the year of the Crimean War. In other words, the interest of the European powers turned to Europe. If they were looking to Asia, after Perry, more and more English, French and Russian warships might have entered Edo Bay. Then the shogunate might not have been able to respond calmly. Fortunately, the eyes of the European powers turned to the Crimean War, and Masahiro Abe was able to think carefully for a year and open the country.

Some people say that it is not possible to recognize extraterritoriality, but the system of the shogunate itself is extraterritoriality in the first place. The law of the Shogunate applies only to the areas under direct control, and the Shimazu family judged the Satsuma domain. The feudal system in Japan itself was premised on extraterritoriality, so for the Tokugawa Shogunate, the Satsuma domain is left to the Satsuma domain. Therefore, it was quite natural to leave the United States to the United States. Therefore, it is hindsight that the unequal treaty was signed because the Tokugawa Shogunate was ignorant. Recent historians say that Japan's response to Perry was very well-developed. Japan thinks carefully and opens the country. That's why there wasn't much confusion.

In India, the first Revolutionary War broke out in 1857. It used to be called the Sepoy Rebellion. Then, in 1854, the year when the Convention of Kanagawa(Japan-US Treaty and Amity) was signed, Antonio Meucci, an Italian inventor, invented the telephone. But he was very poor. No one lends he money, even if he runs for money. In 1876, American Graham Bell patented Antonio Meucci's telephone technology without permission. So for a long time it was thought that the phone was invented by Bell, but Bell just stole it. Honor has now been regained, and Meucci has historically invented the telephone. You can see that patents are difficult if you don't use them well.

In 1858, England created the Indian Government Law, and eventually the Mughal dynasty was destroyed, and India became a part of the British Empire. In 1860, the Kanrin Maru on which Katsu Kaishu was aboard crossed the Pacific Ocean.

China was actually isolated. In 1819, England tries to acquire and develop Singapore Island, but there are no workers. So They're thinking of getting the Chinese to work. The 1860 Convention of Peking officially recognized immigrants. They brought workers from China and tried to develop Singapore and other countries. This is the beginning of overseas Chinese, which is said to have 50 million and 60 million people in the world. England really did. The money (compensation) was also brought from China, and the workers to develop were also brought from China. But thanks to that, the economy of Southeast Asia is now controlled by the Chinese.

The Meiji Restoration occurred in 1868. Masahiro Abe's vision was "opening a country, a wealthy country, and a strong soldier." On the other hand, Satsuma's idea is Sonnojoi. The sonno means returning to the old days. Joi means that if you see a foreigner, you will cut it.

Moreover, since the young Satsuma was in power, they practiced jōi without permission and caused the Satsuei(Satsuma versus England) War and the Shimonoseki(Japan feudal domain of Chosyu versus Great Britain,France,Netherlands and Unite States) War. As a result, Toshimichi Okubo and Hirobumi Ito realize that the Sonnojoi is not good. "After all, Masahiro Abe is wise, and only open countries, wealthy countries, and strong soldiers can live Japan." However, they can't move on unless they lower their fist, saying that They're going to defeat the Shogunate with Sonnojoi. That's why they defeated the Bakufu for the time being. This is the reality of the Meiji Restoration.
