フリードリヒ（フェデリーコ）2世の誕生

　まず、ローマ皇帝フェデリーコ（フリードリヒ）2世 が登場します。お父さんがドイツ王でローマ皇帝のハインリヒ6世。お母さんがノルマンシチリア王国、南イタリアを保有していたノルマン王国の唯一の後継者です。この2人の子どもですから、ほぼ自動的にドイツ、北イタリアとシチリア、南イタリアを支配することになります。ただ、フェデリーコ2世はお父さんもお母さんも早く死んだので、孤児になってしまいました。成人して1212年にはドイツ王になります。

　1215年にはイングランドの最初の憲法であるマグナ・カルタが成立しています。その頃、イングランドはアンジェー帝国と呼ばれており、フランスの大領土、ノルマンディー、アンジュー、アキテーヌ、いわばフランスの西半分全部とイングランドを持っていたわけです。ところが、当時のイングランド王のジョンはあまり賢くなくて、フランスと争う中で大陸の領土をほとんど取られてしまいました。ジョンは性懲りもなく、取られたものを取り返そうと思い、イングランドにたくさん税金を課して、またフランスに攻めていこうとします。

　領土を失ったのはジョンだけではありません。ジョンに仕えていたイングランドの貴族のほとんどはフランス人で、彼らはノルマンディーやアンジューやアキテーヌから来た人たちです。つまり彼らも自分たちの領土を失ってしまったわけです。しかも、その理由がお粗末な王様の政策に起因するのですから、彼らはがまんできずに決起したのです。

　つまりマグナ・カルタとは、「あんたのようなアホな王様が勝手に戦争して、税金を課すのは許さない。うちらの了承を得ないで勝手に税金をかけたらだめだ」というものなのです。マグナ・カルタは今でも有効で、イングランドの憲法の一部を成しています。

　同じ年、ローマ教会に告解部屋ができます。「悩みがあったら聞いてやる」というもので、壁に穴が空いていて、顔を見ずに話ができる小さい部屋です。これは、結果的にものすごく大きい権力をローマ教会に与えることになります。なぜなら、一人ひとりの告白は大したことがなくても、小さい情報が全部ローマに集まったら、ある大きな絵を描けることになる。ローマ教会は情報の収集によって、ものすごく大きい力を持つようになるのです。

　フェデリーコ2世は1224年にナポリ大学をつくります。これはボローニャやパドヴァに次ぐヨーロッパで最も古い大学の1つです。ボローニャやパドヴァでは哲学や神学を教えていましたが、ナポリ大学はおそらく世界で初めての官僚養成学校です。明治政府が東京大学でやろうとしたことをフェデリーコ2世は既にやっていたのです。そしてローマ法を復活させます。フェデリーコ2世は中央集権国家をつくろうとしていたのです。

　フェデリーコ2世は1228年に十字軍を起こしてエルサレムに出向きます。ただ、フェデリーコ2世は文明の十字路であったシチリアで育ち、そこでアラビア語を習得することができたため、当時のアル＝カーミルというカイロのアイユーブ朝の君主と直接話し合って、外交交渉でエルサレムを取り戻しました。

　しかし、当時のローマ教会は戦ってイスラム教徒の首を切った人が偉い、という発想ですから戦わなかったフェデリーコ2世を破門します。

　また、ローマ教会は異端の集まりだったカタリ派を撲滅させようと、ドミニコ修道会（1216年創立）を南フランスに送りました。カタリ派は善悪二元論です。全知全能の神様が世界をつくったのに、なぜ世の中には不正や悪がのさばっているのか、という一神教の問題点を「世界は悪い神様といい神様が争っている。悪がのさばっているときは悪い神様の力が強い。けれども最後の審判のときには必ずいい神様が勝つ」と、現世の不条理をタイムラグで説明する教団でした。

　カタリ派の教義はキリスト教の正統教義と激しく対立してローマ教会を厳しく批判します。「イエスはどんな生活をしていたか。何も持たずに世の中を回って教えを説いていたで。今のローマ教皇は何をしているのや。宮殿に住んで、おいしいご飯を食べて、きれいな服を着て、女性をたくさんはべらせているやないか」と。

　痛いところを突かれたローマ教皇は、絶対に許さないと「異端審問制度」をつくります。これはキリスト教の中でもローマ教会だけです。ほかの宗派はこんな制度は持っていませんし、世界のすべての宗教の中でも異端審問制度を持っている宗教は他にはありません。だって嫌だったら出ていけばいいだけの話ですよね。教会側も異端と思ったら追放すればいいだけなのに、それを処罰して、場合によっては死刑に処すというわけですから。

　この制度はローマ教会固有のものですが、こんな制度を考えついた理由は、おそらく教皇領という領土を持ってしまったからだと思います。領土を持つことでローマ教皇は世俗の君主にもなったわけですから、国で罪を犯した人は国で処罰する、と考えます。その連想で異端審問制度を思いついたのではないか。つまり、領土を持った教会という特徴が、この異端審問制度には表れているのかもしれません。

　フェデリーコ2世は1250年に亡くなりますが、19～20世紀にかけて、ブルクハルトという歴史学者がフェデリーコ2世のことを「近世初の知的君主である」と述べています。当時はキリスト教を信じ、神が絶対だという思想がヨーロッパにまん延していたのを、合理的な精神で相対化したおそらく最初の君主だったという指摘です。

　フェデリーコ2世については、塩野七生さんがフェデリーコ2世の生涯に関する本を書いています。その本の最初に、フェデリーコ2世にほぼ400年遅れて生まれたダ・ヴィンチのメモとフェデリーコ2世が自分で書いた文章が並べて置かれています。自然に対する見方がほとんど一緒なのです。いかにフェデリーコ2世が新しい君主だったかということが分かります。

Because, even if each person's confession is not a big deal, if all the small information is gathered in Rome, it will be possible to draw a big picture. By gathering information, the Roman Church will have tremendous power.

Federico II founded the University of Naples in 1224. It is one of the oldest universities in Europe after Bologna and Padua. Although they taught philosophy and theology in Bologna and Padua, the University of Naples is probably the first bureaucratic training school in the world. Federico II had already done what the Meiji government was trying to do at the University of Tokyo in 1877. And revive Roman law. Federico II was trying to create a centralized nation.

Federico II raised the Crusade in 1228 and went to Jerusalem. However, Federico II grew up in Sicily, a crossroads of civilization, where he was able to learn Arabic, so he talked directly with Al-Kamil, the Ayyubid monarch of Cairo at the time, and in diplomatic negotiations Jerusalem. Federico II died in 1250, but from the 19th to the 20th centuries, a historian named Burckhardt described Federico II as "the first intellectual monarch in the early modern period."
